Hey Sandy,
Most of the time when your computer can't repair, either there's a problem with the Windows installation or something got corrupted for whatever reason (example: if the computer was not shut down properly or files may have gotten deleted or removed). The only suggestion I have is, if you have a warranty to go ahead and send it off. Unfortunately you may lose all your data in the process, but unless you know of someone that may have a copy of a Windows CD (same one as what you have installed), then it's hard to diagnose it especially if you have a laptop. There are a few ways to do it but they are all advanced and would require you have at least an intermediate level of knowledge in regards to troubleshooting.
If you take it to a place that repair computers, make sure that they do not charge you for sending it off. If that is the only option they give you then in most likely cases they are trying to rip you off because they will be sending it to the manufacturer anyway, something you can do yourself. If they can service the laptop without needing to send it off then just make sure you are not being overcharged. If they quote you at anything over $50-75 dollars then you're better off sending it to the manufacturer yourself (if you're still under warranty).
Hopefully this helps. Good luck!
